Sunscreen is one of the fastest-growing categories in beauty, but it is also one of the least forgiving to manufacture. An SPF claim on the label is a regulatory promise backed by lab testing, and getting the formula, packaging, and paperwork wrong can delay a launch by months. Here is what founders need to know before briefing a manufacturer.

Chemical, Mineral, or Hybrid Filters

Chemical filters (like avobenzone or octocrylene) absorb UV light and tend to feel lighter on skin, which buyers in humid climates often prefer. Mineral filters (zinc oxide, titanium dioxide) sit on top of skin and reflect UV, appealing to the "clean beauty" and reef-safe audience but historically harder to formulate without a white cast. Hybrid formulas blend both to balance texture and marketing story. Your manufacturer should be able to show you finished swatches on different skin tones before you commit to a filter system, not just a spec sheet.

SPF Testing Is Not Optional

An SPF number cannot be estimated in-house — it requires in-vivo testing on human volunteers at an accredited lab, plus separate testing for water resistance (40 or 80 minutes) and broad-spectrum UVA protection if you want to make that claim. This testing typically adds 4-8 weeks and a real line-item cost on top of standard product development, and it happens after the formula is finalized, not before. Ask your OEM partner for actual SPF test reports from past batches, not just marketing copy, and budget the timeline into your launch plan from day one.

Format Drives Both Cost and Shelf Appeal

Lotions and creams remain the cheapest to develop and fill, sticks and balms command a premium but need specialized filling equipment, and sprays require careful attention to even coverage claims (regulators in several markets have tightened rules on spray SPF verification). Sheer, no-white-cast mineral formulas and skin-tint hybrid sunscreens are currently the strongest sellers for indie brands, since they solve the two biggest consumer complaints about mineral SPF: cast and greasiness.

Packaging Has to Protect the Formula, Not Just Look Good

UV filters, especially chemical ones, degrade with light and heat exposure. Clear or lightly tinted bottles that look great on a shelf can shorten shelf life if the manufacturer has not stabilized the formula for that packaging. Opaque or UV-blocking packaging, airless pumps to limit oxygen exposure, and stability testing at accelerated temperatures are all things to confirm before you fall in love with a bottle design.

Regulatory Classification Changes Everything

In the US, sunscreen is regulated as an OTC drug, not a cosmetic — meaning stricter manufacturing (cGMP) requirements and specific labeling rules for active ingredients and directions for use. In the EU and much of Asia, sunscreen is a cosmetic with its own SPF testing and labeling standards. A manufacturer experienced in exporting to your target market will already know which claims are allowed where, which saves you from relabeling or reformulating after the fact.

What to Ask Before You Commit

Request the filter system and %concentration ranges, ask for prior SPF/UVA/water-resistance test reports, confirm minimum order quantity for both the base formula and your chosen packaging, and get a realistic timeline that separates formulation, testing, and production. A manufacturer who cannot answer these clearly in the first call is not ready to build a compliant SPF product with you.
